Project Pre-Development

 3w-B Group’s focus is on utilizing a mix of public and private financing strategies including:

  • Pre-Development Loans*
  • Low-Income Housing Tax Credits – Federal & State
  • Tax-Exempt Bond financing
  • Public subsidy
  • Green Development grants and loans
  • New Market Tax Credits
  • Historical Tax Credits
  • Real estate exemption
  • HAP Contracts/Project Based Vouchers
  • Other agency funding sources


The steps that we believe are necessary include:

1.    Preliminary negotiations with financing sources  (federal, state, city and local agencies) for each element of the Project, and 

2.    Provide assistance to Owner in selection of those associates of the project development team who have not yet been selected; including Architect, General Contractor, Energy Efficient, Relocation consultants and other professionals required to complete the Project.

  • Assist with conducting and providing responses to RFQ / RFP for General Contractor and Architect at Owner direction, if requested.

3.    Provide assistance to Owner in negotiating agreements with all additional parties required for successful completion of the Project; the “Site Reports”. 

  • Coordinate any 3rd party inspections of property site and/or existing buildings as required to generate Site Reports.

4.    3w-B Group will conduct the physical due diligence on the site where the Project will be or are located, and the surrounding areas.

  • Support acquisition activities for Project, as required (ownership, title work, land negotiations, relocation, etc.)
  • Site development studies regarding density, etc.

5.    3w-B Group shall provide the Owner a “monthly pre-development budget” that includes current expenses and proformas budgeted items (predevelopment and construction budgets) coordinate, monitor and evaluate all Project activities and make recommendations.


*Pre-development loan may be available to the Owner(s); term and conditions (memorialized by promissory notes, etc.) will be required.
